Below Bowman Dam | Crooked River Ranch / Terrebonne Area

The Crooked River below Bowman Dam is entering the higher-flow phase of irrigation season, with flows up significantly from early spring levels. While this makes for more challenging wade fishing, trout remain active โ€” particularly in the slower inside seams, back-eddies, and foam lines where food concentrates. Anglers who adjust their approach and fish the right water will still find excellent opportunities on one of Central Oregon's most scenic tailwaters.

Flows have surged with Bowman Dam irrigation releases ramping up for the 2026 season. The prime fishing section โ€” the first 7โ€“10 miles below the dam โ€” carries notably higher flows than anglers may have experienced in early spring when outflows were near 181 CFS. The spring contributions from Opal Springs add consistent volume further downstream. Wading is difficult to dangerous in the main channel; prioritize bank fishing and accessible pockets near shore.

What's Working

With higher, slightly off-color flows, fish have pulled toward the banks and softer water. Nymphing is the most reliable approach right now. Keep your rigs heavy and get down quickly โ€” the fish are hugging structure. Early morning dry fly action on midges and small Blue-Winged Olives is possible in slower back-eddies near the dam, especially before flows increase through the day.

Nymphs (primary approach):

  • Zebra Midge (#18โ€“22, black/silver) โ€” the Crooked River staple; fish it in tandem under an indicator in softer water
  • Pheasant Tail Nymph (#16โ€“18) โ€” versatile BWO and PMD nymph; dead-drift in seams and current edges
  • Copper John (#14โ€“16, red or copper) โ€” heavyweight anchor fly; great for punching through the current to the bottom
  • Woolly Bugger (#8โ€“10, olive or black) โ€” swing it through pools and run transitions for larger trout

Access Points

The primary access corridor runs along the Crooked River Highway (Hwy 27) south from Terrebonne/Prineville. Bowman Dam itself (via Juniper Canyon Road off Hwy 27) provides access to the top of the prime section. The BLM-managed canyon offers multiple pullouts and short trails to the water. Crooked River Ranch residents have private access along portions of the upper canyon โ€” check signage carefully and stay on public access points. Lower canyon access near Terrebonne is more limited but fishable from public BLM areas.

Hazards & Notes

Flows at 1,120 CFS make wading extremely hazardous โ€” do not attempt to wade the main channel. Fish from the bank and use a wading staff in any moving water. The Crooked River canyon walls can be slippery. This section is open year-round below Bowman Dam for trout and whitefish. All wild trout should be handled with care; the Crooked supports a quality wild redband trout fishery.
